It looks likely voters will have the final say on the new package of agreements Bern has made with the EU.
The Federal Council is proposing the deal is put to the people in the form of an optional referendum. Parliament which must give it the go ahead for a vote.
If voters say yes after an optional referendum, it gives the government more flexibility in implementing the agreement.
The new treaty with the EU runs at more than 1,800 pages and the Swiss People’s Party is opposed.
But initial opinion polls show the people are giving it a tentative thumbs up.
