Geneva is being described a base of operations for alleged Russian attacks on American diplomats with electromagnetic weapons.
Moscow is denying this and the US government is ruling out that the so called ‘Havana Syndrome’, which caused illness and dizziness in diplomats, was caused by external forces.
But a report from the Austrian Centre for Intelligence, Propaganda and Security Studies says the operation was being run by a Russian unit in Geneva - with operatives hiding behind diplomatic immunity while being attached to international organisations.
The report suggests that Swiss authorities are treading too carefully, fearful of tarnishing Geneva and Switzerland as a neutral venue that could play a useful mediating role.
