Parliament is considering allowing former soldiers to return to the army on a voluntary basis to help address personnel shortages.
Supporters say more than 11,000 members of the armed forces leave service each year before completing their obligations, while many trained veterans would be willing to continue serving.
The measure could help fill specialist roles where the army lacks expertise.
The government will now prepare a detailed proposal, though officials stress a broader reform of the military service model is still needed.
