From summer next year, numbers like 117, 118 and 144 will be reachable via SMS, making it easier to get help quickly.
Authorities say the delay is due to the need for major technical upgrades, including full mobile network digitisation and new equipment for emergency call centres.
The new service will also make it easier for those with hearing impairments to get help.
