Voters will be asked again if they want to stop animal experimentation.
A campaign group against the practice says it has collected more than 100,000 signatures 4 weeks before the deadline.
The popular initiative calls for an end to all experimentation on animals and the breeding of animals for such a purpose.
The people have been asked four times since 1985 – every time the proposal is rejected.
